Monitoring Apparatus Performance, Mayor of Surabaya Returns to Office in Subdistrict

The performance of sub-district officials in Surabaya, East Java, continues to be monitored to improve services to the community.

SURABAYA, KOMPAS — The performance of Surabaya City Government officials, East Java, in 154 sub-districts and 31 sub-districts needs to be monitored. Mayor of Surabaya Eri Cahyadi returns to his office in the sub-districts and sub-districts on a rotating basis to improve population administration services for the community.

Wednesday (8/5/2024) was the third day for Eri to fulfill his desire to work at the sub-district office. Today, the former Head of the Surabaya City Development Planning Agency worked at the Asemrowo Sub-District and Balongsari Sub-District, Tandes.

Yesterday, Eri worked at the Tanjung Perak sub-district office in Pabean Cantian district. In addition, she also worked at the Ujung sub-district office in Semampir district. Two days ago, or on the first day of the activity, Eri worked at the Bubutan sub-district office and the Perak Barat sub-district office in Krembangan district.

This activity takes place simultaneously with the political parties opening the registration of candidates for mayor of Surabaya. Simultaneous general election polling will take place on November 27, 2024. However, Eri argued that working in urban villages and districts is not a part of efforts to strengthen political support and sympathy.

Eri is determined to run again for the position of mayor. Eri and Surabaya Deputy Mayor Armuji have registered with the Indonesian Democratic Party of Struggle (PDI-P), which supports them in the contest on December 9, 2020. In addition, this bureaucratic-politician pair has registered with the Golkar Party, National Awakening Party (PKB), Democratic Party, and National Mandate Party (PAN).

There is a service for managing lost birth certificates that can take more than a day, which is understandable since the document is not issued by Surabaya and therefore requires obtaining a recommendation from the place of origin first.

Meanwhile, office activities in the sub-district were previously conducted by Eri in May 2021-2022. At that time, Eri had only been in office for a few months. Eri-Armuji were inaugurated on February 26, 2021, during the handling of the Covid-19 pandemic. Working in the sub-district was Eri's initial program to get closer to officials and residents.

Working in the village office, Eri found that not all civil registration services were carried out effectively. The services for creating national identification cards, family cards, and birth certificates were targeted to be completed within a day and have been realized.

"There is a service for managing lost birth certificates that cannot be done in one day and is understandable because the document is not issued by Surabaya, so a recommendation from the original region must be obtained first," said Eri. He also found that there were still evidence marks without certainty of when the adminduk service would be completed. This has been resolved with a commitment from the officials.

WE Institute Director Sugeng Siswanto stated that office activities in the local community cannot simply be linked to the idea that Eri wants to strengthen support and sympathy. In the context of being an incumbent in power, Eri's activities cannot be regarded as a campaign. As the mayor, Eri has the authority and right to engage in activities deemed necessary for the smooth running of his government.

"In our assessment, such activities are not effective in garnering support because the level of acceptance and preference among residents towards Eri is very high," said Sugeng, who is also the Chairman of the Alumni Association of Statistics at the Sepuluh Nopember Institute of Technology (ITS).

From a political survey and public aspiration network of 1,000 respondents from 100 neighborhoods in 31 districts in Surabaya, WE Institute concluded that Eri's temporary popularity is almost perfect (99.8 percent). Eri surpassed Armuji (94 percent), Gerindra's musician Ahmad Dhani (90.4 percent), and young politician Fuad Bernadi (46.5 percent) from PDI-P who is also the son of Minister of Social Affairs Tri Rismaharini (Mayor of Surabaya 2010-2020).

For electability or popularity, Eri also achieved the highest score with 61.8 percent. Next is Armuji (10 percent) and Fuad Bernadi (3.5 percent). 61 percent of respondents stated that they would be consistent with their choices, while 39 percent are still likely to change.

The atmosphere of political survey and community aspiration networking in Surabaya City by WE Institute in Surabaya, East Java, on Monday (6/5/2024). From the survey, several prominent names emerged as candidates for the 2024 Surabaya Regional Election, especially the incumbent pair Eri Cahyadi and Armuji.

The WE Institute, a new consultancy institution based in Sidoarjo, stated that 38.5 percent of respondents were very satisfied and 49.2 percent of them were quite satisfied with Eri's performance. Meanwhile, 12.1 percent of respondents were dissatisfied. Eri is also seen as an official who frequently visits the community. 34.1 percent of respondents assessed that Eri frequently visits, while 46.2 percent of respondents rated Eri as sufficiently frequent in visiting.

"From our survey, it appears that respondents' acceptance of Eri is very high, so his activities working in the neighborhood are no longer effective in gaining support," said Sugeng.
