JAKARTA, KOMPAS – Re-elections in 27 polling stations (TPS) are being gradually implemented in accordance with the readiness of each polling station. Re-elections have taken place in a number of TPS in Buleleng, Buton, Kampar, Puncak Jaya, South Jakarta, Central Jakarta, Tangerang, Central Halmahera, Buol and Sangihe regencies.
“This Monday, re-elections will take place in a number of TPS in Central Halmahera regency, Yapen Islands regency and Jayapura regency,” said General Elections Commission (KPU) commissioner Hadar Gafis Gumay while observing a re-election at TPS 001 Utan Panjang Kemayoran, Central Jakarta, Sunday (19/2).
According to Hadar, the KPU had expected that a number of polling stations would have to carry out re-elections. However, violations committed at polling stations were still being investigated by the supervisory committee. The regions still under investigation include Bombana regency (Southeast Sulawesi), West Seram regency (Maluku) and Tolikara regency district 18 in Papua.
Based on KPU data, polling station violations reported by the supervisory committee causing elections to be repeated including voters voting twice, people using another person’s right to vote and using the right to vote without meeting the proper requirements. Also uncovered were incorrect procedures, such as Polling Station Working Committee (KPPS) officials punching the remaining ballots, polling committees (PPS) opening ballot boxes before being approved to do so by the district office and voting using the noken system in Papua.
“Some of the mistakes were made by people not involved in the organization, others were procedural violations by the organizers,” Hadar said.
Well run
The re-election for the position of Banten governor and deputy governor at 15 polling stations in Babakan village, Tangerang regency went well. Banten Elections Supervisory Agency (Bawaslu) head Pramono U Tanthowi said that the repeat elections in 15 polling stations in Babakan Asem village dealt with administration sanctions imposed for violations that had occurred. Meanwhile, the PPS official who committed the violation has been made non-active and was not involved in organizing the re-elections.
“The official who opened the ballot box without being witnessed by KPPS officials and other witnesses has been made non-active. In other words, he has been dismissed and is no longer involved in the elections,” said Pramono, who also monitored the organizing of the re-elections.
In Jakarta, voting was repeated at TPS 1 Utan Panjang and TPS 29 Kampung Kalibata, Pancoran, South Jakarta.
Jakarta KPU head Sumarno said that to prevent violations being committed in the second round of the Jakarta regional elections, the KPU would evaluate human resources in the election organizing committee, the KPPS. Throughout the election, Sumarno admitted that understanding within the KPPS had not been harmonized and this had resulted in different implementations of authority in different polling stations.
