In the past, then-Finance Minister Syafruddin Prawiranegara was not tempted to take state money. His wife, Halimah, sold fried breadfruit to make a living.
In the past, former Attorney General Baharuddin Lopa expressed rage at a regent who used state funds to fill his tank with gasoline, demanding that he empty it.
Such stories are no longer heard. Every month there are news reports about state officials being caught for corruption. Less than a month after Youth and Sports Minister Imam Nahrawi was named a suspect, the Corruption Eradication Commission (KPK) arrested North Lampung Regent Agung Ilmu Mangkunegara on Sunday (6/10/2019) evening.
Frequent KPK crackdowns obviously have had no deterrent effect. In Lampung Province, three regents have arrested on corruption charges since 2018. In February 2018, the KPK arrested the Central Lampung regent, Mustafa. In November 2018, South Lampung regent Zainudin Hasan was arrested. In January 2019, it was the turn of the regent of Mesuji, Khamami, to be arrested. Their punishment was not light. Zainudin, for example, was sentenced to 12 years in prison and stripped of his political rights for three years after serving his sentence.
Just like opium leads to addiction, it seems no one can resist corruption. An effective way to overcome this is to limit the scope of opium transactions.
From year to year, the number of regents/mayors involved in corruption has not decreased, but increased. KPK data shows that from 2004 to 2018, 101 mayors/regents or their deputies were charged with corruption. Just like opium leads to addiction, it seems no one can resist corruption. An effective way to overcome this is to limit the scope of opium transactions.
The KPK found indications that many embezzlers make bank transactions to conduct their acts. Therefore, in the midst of demonstrations against the revision of the KPK Law and the discussion of the possible issuance of a regulation in lieu of law (Perppu), the most important thing is to monitor deliberations on the Bill on the Restriction of Bank Transactions.
We need to make sure the bill, which has been under deliberation by the House of Representatives (DPR) since last year, is deliberated by the new DPR and passed immediately. This could also be a parameter to see how much attention the new DPR pays to eradicating corruption.
Many studies show that countries with a high volume of cash transactions have worse corruption than countries with a low volume. Denmark, Sweden, and Finland are examples of countries that have low cash transactions and good levels of perception of corruption. Indonesia\'s low financial inclusion index can be used as a reason for its application. In fact, a number of exceptions have been arranged.
It\'s time for us to take the leap. Corruptio in Latin means things that damage, spoil. We cannot depend on the KPK or even downplay the KPK. Limiting the ability to make cash transactions is one of the keys. Thus, those who are not as tough as Syafruddin and Lopa will not be tempted and their reputations will remain intact.
