Jakarta Intensifies Mitigation Efforts to Prevent Coronavirus Spread
With the increase in the number of people being observed for the new coronavirus, the Jakarta provincial administration has established a map on the movement of people who contracted the virus.
The number of patients fall under the category of people under monitoring (ODP) and patients under surveillance (PDP) from the southern area of Jakarta continues to grow. Mitigation efforts to reduce the spread of the virus, especially on public transportation, have been intensified such as on the Jakarta commuter train service, the Jakarta MRT and Transjakarta.
Jakarta assistant to the governor for population and settlement control, Suharti, said during a presentation on COVID-19 updates at City Hall on Thursday (12/3/2020) said that with the increase in the number of patients being monitored for the coronavirus, the Jakarta administration had established a map on the distribution of sufferers.
According to information from the Jakarta’s official website, namely jakarta.corona.go.id, most of the coronavirus suspects were found in South Jakarta.
As an illustration, the number of people from South Jakarta who were put under monitoring and supervision increased sharply from only 123 people on Monday (9/3) to 138 people on Tuesday (10/3) and to 180 people on Wednesday (11/3).
The number of people under monitoring and supervision from outside Jakarta also increased from 88 people on Monday to 97 people on Tuesday and 106 people on Wednesday.
The second-largest number came from East Jakarta. The number sharply increased from 104 on Monday to 110 people on Tuesday and 108 people on Wednesday.
No less important, the number of people under monitoring and supervision from outside Jakarta also increased from 88 people on Monday to 97 people on Tuesday and 106 people on Wednesday.
Suharti said the data was used by the Jakarta government for further mitigation efforts, for example, by using contact history data of confirmed patients; using data on symptoms experienced by patients such as coughing, runny nose, sore throat, etc., as well as the age of the patients.
As a result, continued Suharti, the Jakarta administration had found there was a great possibility that the people who had contact with positive patients would be infected by the new coronavirus.
"We also found that cough symptoms were very strong in the new corona positive patients . "We found it for now, and hopefully they will not test positive. Many suspects were also found in settlements that are not public residential areas," Suharti said.
The Jakarta governor, Suharti added, also said on Friday that he wanted to prevent the spread to a wider area. It would be more dangerous if it spreads to densely populated areas due to poor air circulation.
Related to the circulation of the Jakarta-Depok railway line map, Suharti said it was not a map of the spread of the coronavirus on trains.
"That was the mapping of the public transportation lines, especially for the commuter line and MRT, which we compared with overlaid the potential virus spread data. Because, you also know that the virus has spread to Depok and Kemang, and so on, "Suharti explained.
By combining public transportation routes and the virus data, the Jakarta government has an information to carry out further mitigation. "So that we know in what areas we should do better," explained Suharti.
From the coordination meeting between the Jakarta provincial government and public transport operators, it was revealed that public transport operators have established a procedure to protect passengers and help prevent the spread of the virus.
Erni Sylviane Purba or commonly called Anne Purba, the vice president for corporate communications of PT KCI, explained that as public transportation operator that has served 336 million users in 2020, PT KCI should, of course, be able to mobilize all resources so that the commuter line can still prevent the spread of the coronavirus and in at the same time can still serve its users. Moreover, the number of people using the KRL services reached 546,420 persons a day, about 69 percent of the number of public transportation users in the greater Jakarta which reached 199.44 million people a day.
For this reason, Purba said that PT KCI has carried out mitigation efforts since 3 Feb, 2020. PT KCI has made various educational efforts to prevent the spread of the corona virus. Until now KCI has provided proper hand washing education and distributed masks to users at 36 stations.
PT KCI provides more than 700 bottles of hand sanitizer in 88 train lines and 80 stations. PT KCI also routinely cleans all train seats after operating using cleaning fluid containing disinfectants. PT KCI also assigned an on-trip cleaning team to clean trains when they are still in operation and provides educational materials at 88 train lines and 80 stations.
PT KCI has also prepared health posts at 30 KRL stations that can provide first aid if users experience health problems. In this post, users can also measure body temperature and get masks and medicines. If it cannot be handled, the health worker will refer the passengers to the nearest hospital.
To frontliner employees who interact directly with customers, said Purba, PT KCI requires health checks, including body temperature, before beginning their routines. "Not just that, KCI also continues to make efforts to carry out awareness program and anticipation," said Purba.
Separately, the corporate secretary of PT MRT Jakarta, M Kamaluddin, explained, to prevent the spread of the coronavirus in public transportation, the operator had increased the frequency of cleaning in Jakarta MRT facilities and infrastructure. The cleaning activities were carried out more intensively than the previous week.
"Other efforts, we increased the frequency of cleaning such as on card scanners and the elevator button. As of today, the frequency of cleaning has been increased, "he explained.
Jakarta MRT management is still looking for opportunities to improve cleaning of the train series. So far the trains are cleaned with disinfectants only after they have finished operating and entered the depot.
"The train is still cleaned once a day because the train keeps moving. However, to increase the frequency of cleaning the train, other ways are still being sought so that the cleaning activities will not affect services to passengers. It is now still under evaluation, "he said.
At present, as protective measures, there is a temperature check. Passengers at 38 degrees Celsius are asked not to enter the station.
Similar efforts were also carried out in Transjakarta bus fleets. Syafrin Liputo, the head of the Jakarta Transportation Agency, explained that the mitigation efforts were discussed during a coordination meeting between the Jakarta Transportation Agency and public transport operators in Jakarta recently.
With the addition of the number of people under monitoring and observation, the Jakarta transportation office has asked operators to increase their vigilance in accordance with standard operating procedures (SOP).
Review team
In his presentation during the event, the head of the mitigation team for COVID-19, Laswanto, who is also the assistant secretary of the Jakarta regional secretariat for people’s welfare, said the Jakarta administration had formed a permit review team for activities that could attract crowds led by
Benni Agus Candra, the head of the Jakarta Investment and Integrated One Stop Service (DPMPTSP).
The establishment of the team was based on a policy concerning the permit review team in order to increase awareness of the risk of the spread of COVID-19 in Jakarta.
Benni Agus Candra said in accordance with his duty to review permits, in addition to his job in the DPMPTSP, the licensing process for activities which draw crowds involved the health office and the Jakarta police office because it is related to the spread of the new coronavirus.
Broadly speaking, he explained, with the issuance of the decree, all the requests for permits, both those that have already been registered and those who have been issued would be reviewed due to risks of the spread of the virus.
The main risk assessment is seen from the density ratio, what the crowd is like, the number of participants, what kind of activities such as, venue and event layout, event settings, or committee origin, performance, and visitors.
Based on the review, a maximum of seven days, recommendations will be issued whether these activities will be postponed or continued with high risk, and continued with low risk.
"Broadly speaking, we can say that until April, requests that have been submitted to PTSP, both those that have been published and are in process, are for about 30 activities," Benni said.
So we hope, with these 10 connections, questions or concerns from the public relating to the handling of Covid-19 can be explained faster.
In the presentation on the update of the new coronavirus, it was also mentioned that Telkomsel telecommunications provider also helped the Jakarta provincial administration additional telephone line connections for the call center numbers prepared by the Jakarta Covid-19 response team.
The general manager of PT Telkomsel west area SME sales management, Hasan Kurd, explained, Telkomsel submitted 10 additional connections for one of the call centers established by the Jakarta administration to support the Covid-19 mitigation team
"Unlike the previous one, we handed over these 10 lines, not only the phones numbers, but also our PABX [private automatic branch eXchange] system based on GSM. We call it CloudX. So, this CloudX function is the same as the PABX that we usually use in our daily activities in offices. The difference is, this CloudX we can ring in three different devices, can be fixed phones, can be on cellphone, and can also be on laptops, "Hasan explained.
With the installation of the 10 connections, the incoming calls to numbers that have been published can be answered simultaneously. "So we hope, with these 10 connections, questions or concerns from the public relating to the handling of Covid-19 can be explained faster," Hasan said.
In addition to this, Hasan continued, Telkomsel also supported the central government in relation to the establishment of a quarantine facility for suspected Covid-19 patients on Sebaru Island in the Thousand Islands. "We also help strengthen the signal there. Then we also prepare some phone numbers along with the data that we have prepared to be able to be used by customers or the people who come to be observed on Sebaru Island, "he said.
