SUMEDANG, KOMPAS — The construction of the final section of the Cileunyi-Sumedang-Dawuan, or Cisumdawu, Toll Road has been accelerated in order to unravel traffic congestion during this year’s Idul Fitri holiday mudik (exodus). The toll road is expected to be functional during the day, starting on 15 April, 2023.
Public Works and Public Housing (PUPR) Minister Basuki Hadimuljono said sections 4 to 6 of the Cisumdawu Toll Road could be technically operated for mudik travelers starting on Sunday (16/4/2023). The problem of “moving” land, according to Basuki, would be resolved soon.
“Sections 4 to 6 will be free of charge the week before Idul Fitri, but only for two lanes. The bridge has also been prepared for operation, but the road on it still needs to be paved. The problem of moving land will also be solved immediately so there will be no restrictions on incoming vehicles. Buses will also be allowed to pass. Structurally, everything is okay," Basuki said while reviewing the Cisumdawu Toll Road, in Sumedang, West Java, on Sunday (9/4/2023).
At the event, Coordinating Human Development and Culture Minister Muhadjir Effendy, Transportation Minister Budi Karya Sumadi and National Police Traffic Corps head Inspector General Firman Santyabudi were also present. Apart from checking the Cisumdawu Toll Road, the ministers also inspected Kertajati Airport and the Cikampek Toll Road.
The 62-kilometer Cisumdawu Toll Road connects the southern part of West Java, such as Bandung, to the northern region, namely Majalengka and Cirebon. This toll road is divided into six sections. Currently, motorists can only pass up to section 3, from Cileunyi to Cimalaka in Sumedang.
From Cimalaka, motorists must cross an arterial route in less than an hour to get to the Kertajati Toll Gate if they want to access the Cikopo-Palimanan Toll Road.
Toll Road had not been fully operational because there had been a landslide on an area between sections 4 and 5.
Basuki said the Cisumdawu Toll Road had not been fully operational because there had been a landslide on an area between sections 4 and 5. Once the landslide problem has been settled, motorists can pass sections 4 to 6 along 28.2 kilometers with only two lanes.
Based on Kompas' observations on Sunday (9/4), sections 4 to 6 of the Cisumdawu Toll Road have been well completed with concrete road contours. However, the 29-kilometer long road has not yet been equipped with traffic signs and lighting. In Ujung Jaya in Dawuan, bridge construction is still underway.
Transportation Minister Budi Karya Sumadi said the Cisumdawu Toll Road would be temporarily operated only for this year's mudik for the safety of travelers. "So for those who are going go on mudik from Bandung to Cipali via the Cisumdawu Toll Road, with permission from the [public works] minister, the toll road can be operated but only from noon to [3:00 p.m. local time]," he said.
Improvements are also underway on other toll roads. The Cipali Toll Road operator is widening the third lane in a number of rest areas. In addition, workers are also still repaving a number of roads. A temporary rest area of 1 hectare has been prepared at kilometer 81 which is expected to be completed by Thursday (13/4).
The Jakarta-Cikampek Toll Road operator will immediately repair the road from km 9 to km 48, which is currently “not very smooth”. During the homecoming flow, all toll booths on the Cikampek Toll Road will be opened to facilitate payments. If the one-way scheme is implemented, 25 toll booths will be opened.
Coordinating Human Development and Culture Minister Muhadjir Effendy reminded travelers not to force themselves to make long trips. There was a greater potential for accidents in long-distance journeys.
Based on a survey conducted by the Transportation Ministry, as many as 18.3 million people from Greater Jakarta are expected to go on mudik. A total of 9.2 million travelers are expected to use the Trans-Java Toll Road. The government has urged the people to travel to their hometowns earlier, from 13 to 19 April.
Meanwhile, the head of the Central Java Transportation Service, Syurya Deta Syafrie, said that as many as 123.8 million people in Indonesia were expected to travel during the Idul Fitri holiday. Of the total, 32.7 million, or 26.4 percent, were expected to go to Central Java. The local government will direct some travelers to take alternative routes in order to prevent severe congestion.
