ASNs who move to IKN in September get apartments and pioneer allowances

This year, the government will increase the duration of CASN procurement from the usual test once to 3 times. This is for filling in ASN at IKN.

JAKARTA, KOMPAS - The Ministry of State Apparatus Empowerment and Bureaucratic Reform or PAN and RB has developed a strategy for relocating civil servants or ASN employees to the National Capital. In the initial stage, the government will relocate 11,916 ASN employees from 38 ministries/institutions, followed by 6,774 ASN from 29 K/L and 14,237 ASN from 59 K/L. The relocation schedule is planned after the 79th anniversary ceremony of the Republic of Indonesia at IKN or in September.

The scenario of transferring civil servants to the new capital city is one of the orders from President Joko Widodo to ensure the relocation process does not progress slowly like what happened in Australia and Brazil. "This relocation is in accordance with the availability of housing and infrastructure in the new capital city," said Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas during a press briefing at the Ministry of Communication and Information Technology in Jakarta on Wednesday (April 17, 2024).

From the filtering or screening conducted by the government, the first priority for moving ASN to IKN is 179 units of echelon 1 in 38 K/L, the second priority is 91 units of echelon 1 in 29 K/L, and the third priority is 378 units of echelon 1 in 59 K/L. "These priorities are adjusted to the readiness of occupancy and the minimum function of the government. Jakarta remains as a business city and government city in IKN," said Anas.

Those who move to IKN at the early stages are designed to receive a pioneer allowance. "The pioneer allowance is still awaiting a limited meeting (ratas) in the near future. There are government agencies, with a tukin of 80 percent, some with 100 percent, which will affect the difference later on becoming a pioneer allowance. However, we cannot yet convey it, the scheme has been prepared," said Anas.

This transfer adjusts to the availability of housing and IKN infrastructure.

Get a unit of official house/apartment

Every civil servant who moves to IKN will also receive one unit of housing (1 ASN 1 unit), either a house or an apartment for official use. Regarding the progress of housing readiness, PUPR aims to build 47 towers by 2024. Each tower consists of 60 units (98 square meters per unit), with 29 towers allocated for civil servants and 18 for the military and police. Civil servants will receive a total of 1240 units out of 2,820 units, while the rest will be allocated to the military and police.

"Earlier in July IKN was going to move. Some ministers have moved, including Pak Basuki (PUPR Minister). For ASN, because in August there will be a ceremony at IKN. Initially, Juli was supposed to move to IKN. Some ministers have already moved, including Mr. Basuki (Minister of Public Works and Housing). For government employees, there will be a ceremony at IKN in August. The supporting team for the ceremony is very large, with thousands of people staying overnight. The government will also open recruitment for ASN to fill the needs at IKN. Based on the calculation of the number of ASNs who will retire, the government needs 600,000 ASN formations from fresh graduates. Of the 600,000 ASN formations, 200,000 ASN formations were specifically prepared for placement at IKN. "The President ordered 200,000 formations to be prepared for IKN," said Anas.

Starting this year, the government will also increase the duration of the procurement of State Civil Apparatus (CASN) from the usual civil servant recruitment test that only takes place once a year in November/December to three times. "Three times starting this year. It is allowed according to the State Apparatus Law," said Anas.

In principle, Anas stressed that all civil servants of the K/L ministry will be transferred to the IKN. The transfer scheme will be carried out gradually, in accordance with institutional screening and availability of housing. Anas explained that the plan to fill ASN in IKN consists of K/L civil servants at the central working unit, CPNS formation specifically for IKN in 2024 with a special quota for the best sons and daughters of East Kalimantan, as well as the mutation of civil servants from regional governments in the Kaltim area.

Transfers to IKN are divided into short, medium and long term.

Broadly speaking, transfers to IKN are divided into short, medium and long term. The short term aims to present a miniature government administration in 2022-2024. Phase 2 in 2025-2029 is the next stage of institutional and ASN movement to realize a smart government and operational shared office system. Previously, on Friday (5/1/2024), President Joko Widodo announced that the government will open the recruitment of civil servant candidates (CASN) for 2.3 million positions. The President stated that the government is providing opportunities for new graduates by opening 690,000 CPNS positions in 2024. "Spread across central institutions of 207,000 and regional institutions of 483,000," said the President.

In addition, the government will also resolve the management of non-ASN personnel by opening up recruitment for 1.6 million positions that have not been appointed as government employees with work agreements (PPPK). The recruitment of CASN is being held as a government effort to face rapid technological disruption. The government needs skilled young learners from various disciplines to support public services based on digital platforms, bureaucratic efficiency, and to encourage improved performance and government accountability.
