KPU Chairman Reported for Alleged Immoral Acts against Overseas Election Officials

The victim's attorney said there was a power relationship in the alleged immoral acts of KPU Chairman Hasyim Asy'ari with PPLN officers.

JAKARTA, KOMPAS — The Legal Aid Consultation Institute, Faculty of Law, University of Indonesia or LKBH FHUI reported the Chairman of the General Election Commission Hasyim Asy'ari to the Election Organizer Honorary Council or DKPP for alleged ethical violations, namely acts immorality towards an official of the overseas general election organizing committee or PPLN. LKBH FHUI said that this behavior was allegedly carried out repeatedly.

On Thursday (18/4/2024) afternoon, a team from the Legal Aid Institute for the Faculty of Law at the University of Indonesia (LKBH FHUI) visited the office of the Elections Supervisory Agency (DKPP) in Central Jakarta. After delivering their complaint for about 2 hours, the LKBH FHUI team gave a press statement.

"We reported the Chairman of the Election Commission to the Supervisory Board for alleged violations of ethical integrity and professionalism that involved his actions in building personal and romantic relationships with a PPLN abroad," said the victim's legal representative from LKBH FHUI, Aristo Pangaribuan.

The Head of the KPU was first mentioned to have met with the PPLN officer in August 2023. Then, from August to March 2024, the Head of the KPU is suspected to have approached, coaxed, and even committed indecent acts towards the PPLN officer. However, Aristo did not disclose the initial name and the country where the PPLN member was stationed.

According to Aristo, there is a power dynamic between the KPU Chair and his client, the PPLN officer, which is between superior and subordinate. The KPU Chair is said to have made promises and manipulated information to seduce the PPLN officer into fulfilling personal desires.

The act, according to Aristo, is considered similar to an ethical case that was reported by Hasnaeni or also known as the "golden woman," the General Chairman of the Party of Republic One, related to the indecent conduct by the Chairman of the KPU. The case has been decided by the DKPP and KPU Chairman Hasyim Asy'ari was given a stern final warning sanction.

In the case of Hasnaeni, she is the chairman of a political party with interests at stake. Whereas our client is a female PPLN officer. She has no interests whatsoever.

"In the case of Hasnaeni, she is the leader of a political party with interests. While our client is a female PPLN officer who has no interests," said Aristo.

Abusing position

The legal representative from LKBH FHUI, Maria Dianita Prosperiani, added that the actions taken by the Chairman of the KPU were repeated. In doing so, the Chairman of the KPU is suspected of abusing his position and authority for personal interests.

However, Maria refused to call this immoral act sexual harassment. "We can't answer yet," he said.

They have just reported it to DKPP with careful consideration. Aristo emphasized that the report has no practical political interests other than the interests of the victims.

"If that's the case, there will no longer be any final warning sanctions, instead, the heaviest sanction is to be dismissed (from the KPU Chair)," said Aristo.

Regarding the complaint, Kompas asked Hasyim Asy'ari for a response via the instant messaging application. However, until this news was written, there had been no response from the person concerned.
