Korpri: Transfer of ASN to IKN Must Be More Realistic

Various allowances for ASN who are transferred to IKN continue to be discussed. This matter will be discussed in a limited presidential meeting.

JAKARTA, KOMPAS — The government continues to discuss various allowances for state civil servants or ASN which will later be moved to Nusantara Capital City in September 2024 However, for the Republic of Indonesia Civil Service Corps or Korpri, allowances are not enough, it is also necessary to ensure the readiness of the surrounding infrastructure. The government is asked to be more realistic in the ASN transfer process so that ASN can continue to work optimally and not be exposed to mental pressure.

Secretary of the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan dan RB) Rini Widyantini, when contacted in Jakarta on Thursday (18/4/2024), stated that the details of pioneer benefits for civil servants who move to the new capital city (IKN) have not yet been decided. All of this will still be discussed together with several ministers and President Joko Widodo in a limited cabinet meeting.

"This matter will still be discussed in the cabinet meeting," said Rini.

Similarly, the government regulation draft (RPP) that regulates salaries and allowances for civil servants is still being worked on. Rini refused to disclose when the RPP would be completed. "If the civil servants' salary RPP is currently in the process of being discussed," she said.

Minister of State Apparatus Empowerment and Bureaucratic Reform, Azwar Anas, delivered a statement after a full cabinet meeting at the Presidential Palace in Jakarta on Tuesday (9/1/2024).

Previously, the Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas said that those who move to IKN at the initial stage will receive a pioneer allowance as well as an apartment. A number of special cost components in the pioneer allowance were discussed between Anas and the Minister of Finance Sri Mulyani, including transportation, packing of goods, and husband and wife allowances.

A total of 11,916 civil servants from 38 ministries/institutions are included in the first priority to be relocated to the National Capital Integrated Coastal Development (IKN). The relocation of the apparatus, which was originally planned for July, has been delayed until September due to the plan of the 79th anniversary of Indonesian Independence Day ceremony in the new capital, which will be held in August.

Separately, Korpri's Expert Council member, Siti Zuhro, stated that resistance has been present since the beginning of the transfer of ASN to IKN. Even during a discussion on the Jakarta Special Region Bill in mid-March, several DPR members expressed their reluctance to move because the new capital was considered unprepared for occupancy.

"So, ASN also feels uncertain about what the prospects will be when they are transferred. There is a feeling of uncertainty, here I will live in the middle of the forest, how will I live there, say a new environment, which you could say will only be inhabited by humans. Lah, this is an extraordinary feeling of anxiety," said Siti.

He realizes that various incentives prepared by the government in the form of allowances are quite attractive for civil servants to move to the new capital city. However, this does not guarantee their future in the new capital city. Many things need to be considered, especially for those who are already married and have families, such as the need for schools for their children and their partner's career, who is not a civil servant.

So, how can people who are not psychologically happy provide services? "Definitely not optimal," he said.

Therefore, according to Siti, the transfer of civil servants can be done gradually and not too ambitious by immediately transferring all civil servants. Besides, the development of IKN (the National Capital Integrated Coastal Development) has not yet been completed. It would be better, she continued, if infrastructure development is ensured to be completed first, such as schools, hospitals, and other supporting facilities. Then, all of it is simulated beforehand. With this, when all civil servants move to IKN, there will be no obstacles.

”So, make it more realistic. This decision was carried out with truly definite and measurable steps so that it had much more positive impacts. Not just moving to achieve a target, just obsession. Not like that. This, right, is in the name of the national capital, not the RT capital. So, don't be rash like that. "Don't let trial and error (trial and error method) occur, trials that actually reduce enthusiasm, in the sense that the story is not good," said Siti.
