Reducing Conflict and Preventing Clashes, TNI Commander Gathers Military Police and Propam

Building strong TNI-Polri relations does not need to be done with grandiose activities, but with small things that can reduce conflict.

JAKARTA, KOMPAS — The TNI Military Police Center and the Police Professional and Security Division held the 2024 Technical Coordination Meeting at TNI Headquarters, Cilangkap, Jakarta, Thursday (2/5/2024). The meeting aims to create synergy in enforcing law, discipline and order so that there are no more misunderstandings that lead to clashes between agencies in society.

In general, the meeting highlighted various issues that had the potential to become problematic, from misuse of official vehicle number plates to clashes between soldiers and police. Present were the TNI Puspom Commander Major General Yusri Nuryanto, Head of the National Police Propam Division Inspector General Syahar Diantono, and other high-ranking TNI-Polri officials.

The Commander of the Indonesian Armed Forces, Agus Subiyanto, in his address delivered by Yusri Nuryanto, believes that the soldiers and police force need to evaluate their working relationship between the Indonesian Armed Forces and the National Police. These two institutions need to work together in task implementation because there have been many incidents of legal violations that require collaboration.

"The hope is for us, the personnel of the Indonesian military and police, to become individuals who obey the law, with high loyalty, morality, and integrity in order to become the best military and precise police."

Yusri does not deny that several topics discussed relate to recent viral events. For example, the misuse of license plates belonging to the sibling of a TNI member who had a dispute with other drivers on the toll road. Additionally, the clash between the Indonesian Navy and Brimob Polri has also been spotlighted.

With soldiers and police officers sitting together, Yusri continued, a solution to prevent unwanted incidents can be found. This meeting will find a common ground for the issues that have arisen so that they do not recur in the future.

"We are implementing the best solution for prevention, prioritizing prevention rather than repressive or enforcement measures. Our hope is that those who are present here have a common understanding on how to address existing and potential future issues," he said.

In the event of conflicts between agencies, Puspom will handle the military side of the TNI, while Propam will take action against the police. However, its implementation needs to adjust to the conditions that occur in the field.

Understanding from below

The Head of the Propam Division of the Indonesian National Police, Syahar Diantono, added that in accordance with President Joko Widodo's directives, synergy between the TNI and the police must be instilled down to the lowest levels. This will be followed by a coordination meeting from the provincial to the district levels.

"It doesn't stop here, we will continue to instill this from top to bottom. If everyone from top to bottom understands, I am confident that all problems, all potential conflicts, can definitely be prevented effectively," he said.

In its enforcement, according to Syahar, the TNI-Polri will coordinate through joint investigations. The team will form a group and the handling progress will always be open to prevent negative perceptions and sectoral egos.

Communication needs to be strong

Member of the DPR Commission I from the Golkar Party Faction, Dave Laksono, believes that friction between the military and police often occurs at the lowest level. Strong communication building needs to be established not only at the central level, but also in regions.

"The most important thing is that both institutions can work together to serve the general public because they are funded by the state from tax revenues. Let's not allow conflicts to continue and forget their main functions," he said.

When building relationships, according to Dave, each unit of the TNI-Polri can hold joint activities such as exercise and cleaning. These activities do not need to be grand and just formalities, but small and impactful.
