Four Cases of Death Due to Violence at STIP Jakarta, New Student Admissions Canceled

The Ministry of Transportation will carry out reforms in vocational education under its auspices. Violence must stop.

JAKARTA, KOMPAS — Successive violence that resulted in the death of victims at the Jakarta Maritime Science College or STIP in Cilincing, Jakarta, has occurred four times. Responding to this, The Ministry of Transportation decided that there would be no special admission of new students at STIP Jakarta.

Based on Kompas archives, the latest case happened to Putu Satria Ananta Rustika (19) who died as a result of being assaulted by his senior in the toilet STIP Cilincing , Friday (3/5/2024).

North Jakarta Metropolitan Police named Tegar Rafi Sanjaya or TRS (21) as a suspect. In addition to TRS, the police also named three other suspects, William Jones Panjaitan or WJP, AK, and FA. All four suspects are seniors of Satria at STIP Cilincing.

Previously, Agung Bastian Gultom (20) died during police sword training at the STIP Training Field, Marunda Pulo Road, Marunda Village, Cilincing District, North Jakarta, on Tuesday (12/5/2008) night. There were also three junior cadets who were injured. From the case, the police designated three suspects.

Furthermore, cadet Dimas Dikita Handoko (20) died on Friday (25/4/2014). Dimas was tortured because he was considered disrespectful to his seniors at STIP Cilincing. In addition, six other cadets suffered serious injuries. Police detained seven cadets. Three of them, namely Angga Afriandi, Fahri Husaini Kurniawan, and Adna Fauzi Pasaribu, were named as suspects in the main cause of Dimas' death.

Then there was Amirullah Adityas Putra (18) who died after being assaulted by a number of his seniors on Wednesday (11/1/2017) at around 00.15. Two hours earlier, at around 22.00, the victim and his five colleagues were gathered by their five seniors in room M205, 2nd floor of the Ring 4 Dormitory Building, in the STIP complex.

Willy Hasiholan, along with Sisko Mataheru, Iswanto, Akbar Ramadhan, and Jakario bin Safi, STIP level II cadets, became suspects in the case of assault that resulted in the death of Amirullah and injured five other cadets.

From this series of cases, the Ministry of Transportation has now chosen to focus on accelerating STIP improvements to break the chain of violence between students (cadets/cadets).

Minister of Transportation Budi Karya Sumadi expressed his condolences, apologies and regrets for the violent incident at STIP.

"We deeply regret the occurrence of violence at STIP Jakarta. This is a profound sadness and a turning point that we must make changes. We will renew vocational education under the auspices of the Ministry of Transportation," said Budi in his written statement on Thursday, (9/5/2024).

In the short term, the Ministry of Transportation will implement a moratorium on the admission of cadets at STIP and optimize the admission of cadets at other maritime schools under the Ministry of Transportation.

"In addition, prohibiting activities that could encourage bullying, including eliminating senior and junior titles and rankings within schools," said Budi.

The military-style system must be eradicated, even in the military academy or police academy it is not like that. This is a higher education institution for shipping science, not a higher education institution for murder science.

Spokesperson of the Ministry of Transportation, Adita Irawati, stated when asked that regarding the moratorium mentioned by Minister Budi, there will be no new student admissions specifically for STIP Jakarta.

Next, in the medium term, they will optimize digital-based reports that reduce physical interaction by improving the quality of cadet caregivers, as well as separating interactions between cadets of different ranks and eliminating uniform attributes.

Improvement will be made in other schools under the Ministry of Transportation. "In the long term, a similar improvement will be implemented in other schools under the Transportation Human Resources Development Agency of the Ministry of Transportation," said Budi.

Apart from committing to improving STIP and other schools, the Ministry of Transportation will make basic improvements such as changing the curriculum to focus on classroom learning and prioritizing soft skills to be able to support graduates who are ready to work in the world of maritime and shipping.

Budi has also instructed the Head of the Human Resource Development Agency (BPSDM) to expedite internal investigations into the elements of the STIP Jakarta campus that have disregarded or failed to implement established SOPs, so that this case can be addressed.

"From now on, institutional sanctions will be imposed in accordance with applicable regulations," said Budi.

Integrity pact

According to the Chairman of the Indonesian Seafarers Solidarity, Pius Laja Pera, the ongoing violence in schools that has resulted in fatalities at STIP Jakarta is due to weak supervision and a lack of direct attention from the government, in this case the Ministry of Transportation.

Therefore, in order to prevent cases of violence leading to death, according to Pius, the government needs to create a integrity pact containing firm rules and sanctions for students or cadets and all educational organizers, including the highest leaders at STIP. The integrity pact can be strengthened with government regulations (PP).

"The integrity pact must include witnesses and regulations related to all types of violations must be processed legally, because so far only student perpetrators have entered the legal domain. STIP education organizers are not immune to the law. Their negligence in supervision has caused student deaths, which should be able to be processed legally," Pius said when contacted yesterday afternoon.

The suspect TRS (21) was presented at the North Jakarta Metro Police. TRS was deemed a suspect in the case of the assault on his junior, Putu Satria Ananta Rastika (19), which resulted in his death in the restroom of STIP, Cilincing, North Jakarta.

Throughout the incidents, STIP education organizers have never received strict sanctions. Sanctions only stopped at dismissal. According to Pius, this will not solve the root of the violence problem at STIP. If STIP education organizers can be subject to strict sanctions or dragged into the legal realm, they will take seriously monitoring all forms of student activities.

Pius also highlighted STIP's adoption of a military or police academy style such as wearing uniforms and rank emblems. The military-style has made students feel proud, arrogant, and have seniority over their juniors. This behavior has drowned them in arrogance wrapped in seniority.

"Excessive seniority. The military-style system must be eliminated, even at Akmil or Akpol it is not like that. This is a higher education institution for maritime science, not a higher education institution for killing. Remember, there have been four cases of students dying because of their seniority and military-style behavior. How long do we want to wait and how many more victims will there be? The entire system must be changed and the government must carry out comprehensive improvements," he said.

The legal representative of the victim's family, Tumbur Aritonang, believes that Putu and possibly other cadets had previously experienced violence by their seniors. Looking at the evidence from Putu's text conversations on his cell phone, he had previously been hit in the stomach. A thorough investigation and proper legal action against those involved must be carried out.
