Lack of interest, PPS registration for the 2024 regional elections has been extended

The lack of PPS interest in the 2024 Pilkada is likely because PPS registration information has not yet reached the regional community.

JAKARTA, KOMPAS – A number of regions extended the voting committee (PPS) registration time for the 2024 Regional Head Election (Pilkada) because the number of applicants had not yet met the quota. The Association for Elections and Democracy or Needem assesses that the public's enthusiasm for registering for PPS is low because information has not yet reached the local community.

Registration for the 2024 Regional Head Election (Pilkada) Voting Committee (PPS) has been open since Thursday (2/5/2024). PPS is one part of the ad hoc body formed by the KPU. In its implementation, PPS is tasked with holding regional elections at the sub-district/village level.

To become part of the 2024 Regional Election PPS, the public needs to follow the selection process established by the KPU. The selection begins by registering online via the KPU Member Information System and Ad Hoc Bodies (SIAKBA). Based on KPU Decree Number 476 of 2024 concerning Formation Methods and Voting Committees in Organizing the Election of Governor and Deputy Governor , Regent and Deputy Regent, as well as Mayor and Deputy Mayor In 2024, the acceptance of registration for prospective PPS members will take place on 2–8 May 2024.

Next, the process is followed by the administrative research of the candidates from 3-12 May 2024 and the announcement of the administrative research results on 13 May 2024. There is also a written selection process for candidates on 15 May 2024, PPS member interview on 21-23 May 2024, announcement of the selection results for PPS member candidates on 24-25 May. The appointment of PPS members will be carried out on 25 May 2024, and they will be inaugurated on 26 May 2024.

Although it has entered the stage of registering PPS members, several regions are facing the reality of the number of applicants who have not met the quota. This has happened in several places such as in the Riau Islands and Bintan District.

Registration extension

According to Announcement KPU Number 583/PP.04.2-PU/2101/2024, there is an extension of the registration for the PPS selection for the governor and deputy governor elections in the Riau Islands, as well as for the district head and deputy district head of Bintan. The announcement states that the registration extension is due to there being no participants who have registered or the number of PPS needed is less than twice the required amount.

"In relation to this matter, the Election Commission of Bintan Regency has extended the registration period for the selection of potential members of the Election Supervisory Committee (PPS) from May 9-11, 2024," wrote the letter signed by the Chairman of the Bintan Regency Election Commission, Haris Daulay.

"Regarding this matter, the Bintan Regency KPU has extended the registration deadline for the selection of PPS candidate members from May 9-11, 2024."

In Bintan Regency, the extension of PPS selection registration is conducted in several villages/urban villages in 10 districts, namely Bintan Coastal, Bintan East, Bintan North, Gunung Kijang, Mantang, Seri Kuala Lobam, Tambelan, Teluk Bintan, Teluk Sebong, and Toapaya.

The extension of registration for the PPS selection also applies to the election of the Governor and Deputy Governor of Central Java and the election of the Regent and Deputy Regent of Kebumen. This information was conveyed through an announcement by the KPU of Kebumen Regency with the number 294/PP.04.2-Pu/3305/2024. The announcement was signed by the Chairman of KPU of Kebumen Regency, Szakiatul Banat.

There is also an extension of the registration for the selection of PPS candidate members for the local election in Sukamara Regency, as conveyed through the announcement of the Sukamara Regency KPU Number 45/pp.04.2-Pu/6208/4/2024, and in Lampung Province, as conveyed through the announcement of the Lampung Province KPU Number 267/PP.04.2-Pu/1808/2024.

Information is not yet accessible

Researcher from Perludem, Usep Hasan Sadikin, stated that the lack of interest in prospective members of the PPS in the 2024 election may be caused by the fact that information on registering as PPS has not reached communities in certain regions.

"The KPU has a list of PPS applicants who previously applied for the 2024 General Election. Some were accepted and some were not. Communication should be continued by inviting them to reapply as members of PPS for the Regional Elections."

"If it is said that the job of PPS in the regional elections is difficult, it is actually not. The mechanism for the 2024 election to choose presidential and legislative candidates is even more complex. Meanwhile, in regional elections, from the technical mechanism of ballot papers to counting, it is actually simpler," he said in Jakarta (10/5/2024).

Usep believes there is another reason why the registration of PPS has low interest. This is due to the disrupted communication between the KPU and the prospective PPS candidates, as well as the lack of information about registration reaching the public in certain regions.

"The KPU has a list of PPS members who previously applied for the 2024 election. Some were accepted, while others were not. Communication should be continued by inviting those who were not accepted to reapply as members of the PPS for the local election," he said.

Furthermore, Usep assessed that the recruitment of PPS members has not yet reached communities or social organizations in regions, such as women and youth groups. However, these groups have great potential and enthusiasm to be involved in the democratic process in Indonesia.

In the midst of the lack of public enthusiasm, according to Usep, it is still important to pay attention to the quality of the recruitment of PPS candidate members in the election by considering the track record and organizational experience of each individual, providing adequate technical guidance, and prioritizing integrity in performing PPS duties.

”Technical understanding is important. "But integrity is main so that officers can oversee the tiered counting process and there is no change in the results of the election," he said.
