JAKARTA, KOMPAS — The General Elections Commission (KPU) has alloted an additional three days at the maximum for provincial KPUs that have not completed vote recapitulation for regencies/cities. However, the KPU has assured that the national recapitulation can be completed on schedule, on May 22.
The recapitulation by the KPU in provinces was scheduled to be completed by May 12. With a three-day extension, all provinces must complete the recapitulation by May 15.
A KPU member, Ilham Saputra, said in Jakarta, Monday (13/05/2019) that a number of provinces that had not completed the recapitulation included South Sulawesi, Maluku and Papua. A circular has been issued by the KPU to ensure the provincial KPUs complete their recapitulation by May 15. Recapitulation in the provinces has not been completed because the recapitulation in several districts has not been finalized.
"We have pushed districts to finish recapitulating votes, such as in the southwestern region of Maluku. There are indeed technical obstacles in the recapitulation because of several recommendations from the Election Supervisory Agency [Bawaslu]," Ilham said.
Ilham estimated that at least 60 percent of the provinces had completed recapitulation in their regions on time, on May 12. A number of regions with a large number of voters, such as Central Java, East Java and West Java, have also completed recapitulation in the regions.
In Jakarta, recapitulation has not been finalized on account of the high number of polling stations, 1,400 polling stations to be exact.
Since the recapitulation of votes in the domestic elections began on Friday last week, 13 provinces have finished. Twenty-one provinces have yet to complete vote recapitulation.
Calculation system consideration
Bawaslu will thoroughly consider the Vote Calculation Information System (Situng) before deciding on the complaints against alleged election administration violations related to the system. "We hope to decide this week. The day has not yet been decided because it also considers the vote recapitulation," said Bawaslu chairman Abhan.
Complaints about alleged administrative violations related to the Situng application were filed by Prabowo Subianto-Sandiaga Uno campaign team. Situng is an information system created by the KPU to display data from the recapitulation of C1 or the forms of the results of vote counting at the polling station level to the public. However, Situng is not a reference in determining the acquisition of election results. The election results are recapitulated manually in stages.
