Vote Recapitulation Completed
The Joko-Widodo-Ma’ruf Amin candidate pair has won the vote in 21 provinces, while Prabowo Subianto-Sandiaga Uno has won in 13 provinces. The Indonesian Democratic Party of Struggle (PDI-P) has won the most votes in the legislative election.
JAKARTA, KOMPAS — The General Elections Commission (KPU) completed on Monday evening (5/20/2019) the national vote recapitulation for the 2019 presidential and legislative elections. The vote recapitulation was completed one day ahead of the deadline as set under the Election Law.
It is hoped that the completing the vote recapitulation for the 2019 presidential election will prompt reconciliation efforts among the election participants. This is highly important to reduce political tensions across the nation.
Papua was the last province to complete its recapitulation. The KPU officiated the final results of presidential election in the province on Monday at 11:30 p.m. Meanwhile, the province completed its final results for the legislative election on Tuesday at 12:30 a.m. The KPU then suspended the plenary meeting for 30 minutes to arrange the documents for officiating the province’s results for the 2019 election.
The Election Law stipulates that the vote recapitulation for the 2019 election be completed at most 35 days after voting day, or on May 22. “This is the deadline. If we finish the recapitulation sooner than that, then it’s not a violation of the law,” said KPU chair Arief Budiman.
After the election winners are named, the candidates have 72 hours to file any disputes at the Constitutional Court (MK). If no disputes are filed, the KPU is to declare the official election winners at most three days after the deadline for filing the dispute.
Prabowo-Sandiaga national campaign team witness Azis Subekti said that the team refused to sign all provincial recapitulation results that were read out during the plenary meeting for the national vote recapitulation.
Meanwhile, witness Putu Artha from the Jokowi-Ma’ruf national campaign team said that the team accepted the final recapitulation results.
Votes won
The vote recapitulation results from 34 provinces shows that Jokowi-Ma’ruf won 85.03 million votes (55.41 percent) against Prabowo-Sandiaga’s 68.44 million votes (44.59 percent). Jokowi-Ma’ruf won the majority vote in 21 provinces, while Prabowo-Sandiaga won in 13 provinces.
Meanwhile, in the legislative election, the PDI-P, the Golkar Party and the Gerindra Party were the three top vote getters.
The recapitulation results also showed that Jokowi and Prabowo secured victories in their respective 2014 voter bases. Jokowi-Ma’ruf secured the highest votes in Bali (91.6 percent), Papua (90.6 percent) and East Nusa Tenggara (88 percent), Jokowi’s strongest voter bases in 2014.
Meanwhile, Prabowo-Sandiaga secured the decisive vote in West Sumatra (85.9 percent), Aceh (85.5 percent) and West Nusa Tenggara (67.8 percent), which were Prabowo’s strongest voter bases in 2014, when he ran with Hatta Rajasa.
Reconciliation needed
University of Indonesia’s Center for Political Studies (Puskapol UI) director Aditya Perdana said in Jakarta that the voter map for the 2019 election showed heightened social and political divisiveness among Indonesians. In this context, reconciliation efforts were highly necessary after the election winners were named. A meeting between Jokowi and Prabowo, for instance, would go a long way in achieving this. “The key is whether the winning and losing pairs in the election can meet, embrace and accept the election result together,” said Aditya.
Syarif Hidayatullah State Islamic University (UIN) professor Azyumardi Azra said that national unity was priceless and not to be undermined by the political contestation. Therefore, the political elite who won and lost the election should reestablish communication and work together.
He said that those who lost the election should accept the results and openly concede their defeat. Meanwhile, the victors must refrain from arrogance and embrace their political rivals to reunite the nation.
Meanwhile, President Joko Widodo said in Kupang, East Nusa Tenggara, that he had not specifically monitored the plenary meeting of the 2019 election vote recapitulation, as the results of the election were already clear as day.
Disputes rejected
In an interlocutory ruling on Monday morning, the Elections Supervisory Body (Bawaslu) decided to reject two disputes regarding allegations of structured, systematic and massive administrative violations in the 2019 election. The Bawaslu said that the ruling was determined after the submitted evidence – printouts of online media links and reports – was deemed insufficient to meet the criteria and was of poor quality.
The two allegations of structured, systematic and massive administrative violations against Joko Widodo and Ma’ruf Amin were filed by Djoko Santoso and Ahmad Hanafi Rais, as well as Dian Islamiati Fatwa. “[The Bawaslu hereby] declares that the reports on allegations of structured, systematic and massive administrative violations cannot be accepted,” said Bawaslu chair Abhan.
Prabowo-Sandiaga national campaign team lawyer Yupen Hadi, who represented Djoko and Ahmad, said that the Bawaslu only saw what it wanted to see. Yupen said that the online media clippings were included in the report. He also said that it was not the only thing in the report.
Meanwhile, Dian Fatwa, who ran as a legislative candidate from the National Mandate Party (PAN), said that she regretted the ruling, as the witnesses she had prepared were not even questioned. (REK/INK/AGE/KOR)
