Allegations of corruption against Youth and Sports Minister Imam Nahrawi far deviate from sportsmanship.
Sportsmanship is a mantra that is held in high regard in all sports. Without sportsmanship, it is difficult for a person to perform at their best, which requires hard work and discipline. On the other hand, the main task of the youth and sports minister is to advance sports achievements in this country.
Indeed, bribery is not something new in the world of sports, and not only in Indonesia. In the world of Italian soccer, in 2006, calciopoli (match fixing) occurred.
In the case of Imam, it is true what the deputy chairman of the Corruption Eradication Commission (KPK), Alexander Marwata, said bribery and non-compliance in the reporting of gratuities by state administrators greatly disrupted the government\'s efforts in achieving its goals. "The budget that should have been used to advance the achievements of athletes and increase the capacity of Indonesian youth has been tampered with," said Marwata, Wednesday (18/9/2019), when announcing the naming of Imam as a suspect. Imam is thought to have accepted a bribe of Rp 26.5 billion.
If examined in more detail, the government does not have enough funds to finance all branches of achievement so that private contributions are also needed. The pattern is continuously changing. During the New Order Era, the responsibility for coaching was in the hands of the youth and sports minister, the National Sports Council (KONI) and the big management board of sports.
In the Reform Era, in addition to the three institutions, there is the Indonesian Olympic Committee, which is also responsible for sports achievements, and Satlak Prima (Indonesia Gold Program), which are tasked with specifically handling outstanding athletes. Satlak Prima makes achievement fostering more focused, but the management of sports funds from the government is still neglected.
The percentage of the effect of the budget on achievement in developing countries, such as Indonesia, reaches 70 percent.
In developing countries like Indonesia, sports achievements are very dependent on government funding. If the government fails to manage the budget, sports performance will automatically decline. "The percentage of the effect of the budget on achievement in developing countries, such as Indonesia, reaches 70 percent," said Djoko Pekik Irianto, a sports observer.
In line with Law No. 3/2005, the big management board of sports does not receive funds directly through the state budget. To get funds, the board makes proposals for activities such as national championships or training camps at home or abroad. Here lies the vulnerable point. In the case of Imam, the total grant fund for KONI approved by the Youth and Sport Ministry in 2018 was Rp 47.9 billion. In its process, this alleged bribery occurred.
Regulations derived from Law No. 3/2005, such as Government Regulation (PP) No. 16/2007, 17/2007, and 18/2007, do not clearly regulate funds for sports and how they are managed. PP No. 18/2007 on sports funding, which consists of 14 articles, does not specify the management of funds from the government. It is necessary to think together so that corruption in the world of sports can be avoided for the sake of higher achievement.
