JAKARTA, KOMPAS — The use of digital technology is believed to have a positive impact on public services and the economy. However, in addition to overcoming data problems, the paradigm of the government must be changed so that the digital transformation can be carried out optimally.
Speaking at the Kompas100 CEO Lunch discussion titled, Exploring the Opportunities and Challenges of the Presence of Digital Technology Towards 2020, in Jakarta on Thursday, National Development Planning Minister/Chairman of the National Development Planning Agency (Bappenas) Suharso said implementation of the single data policy should be followed by the use of a single map.
With single data and a single map, economic activities, policy-making processes and the distribution of public services will be more efficient. The challenge is in data collection and its validity. At present, databases that are closely related to public services are spread across various government agencies and businesses. Moreover, not all private entrepreneurs, such as online marketplaces, are willing to provide their data.
The president directors of PT Indofood Sukses Makmur Tbk, Franciscus Welirang, warmly welcomed the plan to use a single-data policy. However, its application will not be easy. There will a number of challenges, such as how to encourage the private sector to be open and to give their data.
According to Surabaya Mayor Tri Rismaharini, local governments should be the first to implement the single data policy. They can start by mapping the problems in each region.

Risma cited examples of the Surabaya administration’s efforts to implement an electronic procurement (e-procurement) system for the first time in 2003. At that time, there were no specific regulations regarding e-procurement.
However, she believed that as long as there were no restrictions, innovation could be implemented. The Surabaya administration is also developing software that facilitates the process of public services, ranging from an integrated business licensing system to teaching and learning in schools.
Related to the implementation of business licensing, in Surabaya, the process of filing until the business license is issued only takes about one hour. Therefore, when the central government implemented an online single submission (OSS) system and the issuance of permits took three days, Risma was surprised.

Related to licensing, Franciscus Welirang said the online single submission (OSS) still needed improvement, such as those related to its infrastructure. Licensing is still a problem that burdens business players. The licensing reform through OSS that began last year did not run well in rural areas.
According to the Regional Autonomy Watch (KPPOD), there are three aspects that are still a problem, namely regulation, system and governance.

Bank CIMB Niaga also utilizes large data analysis technology. At the same time, CIMB Niaga began implementing robot technology to simplify the process of customer transaction requests.
