JAKARTA, KOMPAS — The government and a number of companies have begun the selection and improvement round of the quality of Indonesian human resources to be more competitive. The actions being taken include, among others, simplifying bureaucracy and regulations through an omnibus law, vocational education, and strengthening micro, small and medium enterprises.
The Finance Ministry, for example, starting Friday (29/11/2019) cut 19 echelon III positions and 74 echelon IV positions within the Finance Ministry\'s Fiscal Policy Office. From this policy, there were 112 structural officials who were transferred to functional officials.
This policy is taken to create a leaner but functionally effective organization.
Finance Minister Sri Mulyani Indrawati said that simplifying the bureaucracy was one of President Joko Widodo\'s five development priorities. By simplifying bureaucracy, arranging and implementing regulations are expected to be faster. Future regulations are demanded to be easy and efficient.
"This policy is taken to create a leaner but functionally effective organization," Sri Mulyani said.
Echelon III and echelon IV officials were selected and a part of them will be transferred to functional officials. In the Fiscal Policy Office, for example, functional officials serve as policy analysts. They will formulate various fiscal policies that are more accommodating and responsive to changing times.
Secretary-General of the Finance Ministry Hadiyanto added, trimming echelon III and IV positions in the Finance Ministry will be carried out in stages until June 2020. A road map for the echelon streamlining has also been prepared, including simplifying business processes and strengthening service functions. "Simplifying the bureaucracy is also to support the implementation of the Omnibus Law’s Draft Employment Creation and Taxation Law in 2020," he said. At the same time, businesses also begin to improve the quality of human resources (HR), especially to deal with the era of Industry 4.0. They also begin to run vocational education programs.
Bank Tabungan Negara (Persero) has developed the Tl Talent Management System application to help manage employee careers in accordance with their performance and competence. "With this platform, BTN accelerates the fulfillment of employee needs in all work units, minimizes vacant positions, and ensures that the promotion and transfer process of employees is more objective," said BTN Strategic Human Capital Director Yossi Istanto.
Industry Minister Agus Gumiwang Kartasasmita said, to realize the electric vehicle program, the government has been working with businesses to improve the quality of human resources. This is done, among others, through improving industrial management and technological mastery.
Vocations and MSMEs
Chairperson of the Association of Indonesian Food and Beverage Entrepreneurs (Gapmmi) Adhi S Lukman said Gapmmi member companies have partnered with 5-20 vocational high schools (SMK) around the factories in the vocational program. Vocations can also bridge the technological gap that has
been applied in the food-beverage industry. "The technological gap is evident from the machines used in vocational schools that are on average 15 years behind," he said.
In the National Leadership Meeting of the Indonesian Chamber of Commerce and Industry in Bali, Vice President Ma\'ruf Amin called on private companies to improve the quality of human resources for micro, small and medium enterprises (MSMEs). Thus, MSMEs are expected to move up the class, sustain economic growth, and absorb labor. "Do not let SMEs get the stunting disease. MSMEs should not be constantly stunted," Amin said.
The Office of the Coordinating Minister recorded 63 million MSMEs in Indonesia. Meanwhile, according to the study of the National Economy and Industry Committee, employment absorption in MSMEs reached 97 percent and their contribution to gross domestic product reached 60 percent.
